Confirmed, I can now set location settings to Always!

I have this issue as well. Apparently in Android 11 apps need to specifically request "Allowed All The Time" Location permissions; the latest update supposedly fixes this but that doesn't seem to be the case.

I did as you suggested - problem persists.
Switching back to my home network (no VPN, same dns server) and the problem went away.

Basically, it only happens on the VPN.

If that were true, wouldn't the same problem occur when I was using my phone at home?

I am configured exactly as you say. See screenshot. I am on a stock Pixel 3 ROM. No root.
