Seem that this custom ROM not works correctly.
When the device's connectivity change, the Android system must send the broadcast message "android.net.conn.CONNECTIVITY_CHANGE" to all apps registered for this event, but on your device this not happen, so the app auto connect feature cannot work.

I'm sorry but the problem is on the Android custom ROM, so I cannot help you.
Maybe you can check if there is a updated ROM...

The info might be of interest to you. When I follow your several steps with the custom ROM phone,
turn on the WiFi

start the VPN

turn off the WiFi

wait some seconds

turn on the WiFi

wait some seconds

disconnect the VPN

the VPN is already disconnected when I get to the last step. Somehow it gets turned off with the Wifi turning off. Does this help you?

I have not idea about the reason, because the VPN log don't contain any messages about the disconnection.
